PCI-E and PCI-Express are equal thing. It is quicker and easier to abbreviate PCI-Express to PCI-E when chatting to other PC savvy guys.

He was merely partially correct. What he be referring to was PCI-X (never call PCI-Express or PCI-E) which was rather literally an extension of the old PCI socket which added more pins and extended it from 32-bits to 64-bits. PCI-X sockets be only ever found on server motherboards and are totally different from the PCI-Express sockets on modern motherboards.
Despite the similar cross, the two sockets are totally different in function; PCI and PCI-X use a parallel interface while PCI-Express (or PCI-E) is a much faster serial interface.
