i have an ati radeon express 1100 series graphics card that came with the computer and 895 mb ram (graphics card takes up some ram) and want to increase my frame rates for games (im running only 15-20 on cs: source, low quality) should i consider buying a better graphics card? or is there anything else i can do to increase frame rates?

yes but wat card u can get what slots u have on ur motherboard. if u have a pci-e x16 slot u can install any new graphic card.
yes buy a better video card...for smaller cases get an 8600gts...for larger cases get at least the 8800gts
i sugeest you to get a better graphic card since you are playing cs. theres another option which you can get another ram and increase the memory of your onboard graphic card.
