Possible to flash a XFX 8800 GTS to a XFX 8800 XTREME?

I notably doubt it. Most of these type of things are airtight sealed by the factory owner. I have never hear of someone modding a GPU like that back (although, with the right tools, it may be possible)
IIRC, the 8800GTS have two versions, a 320 and a 640mb, the 8800 Ultra is a 768mb card... (GTX is as well)...
It could be possible, but the Ultra predictable consumes enough power that your graphics card wouldn't manipulate the voltage. If you're good near binary, however, you could mod the bios manually.

Personally, I'd toss the HSF combo and upgrade to liquid or thermal displacement cooling and overclock, until that time I risked toasting the card with a bios flash. You could brick it surrounded by doing so, but if you're dead set on voltage modification (using a modded 8800GTS BIOS, not a 8800GTX/Ultra BIOS) it may be the one and only way to travel.
I'm not sure about XFX, but I believe even BFG's lifetime warranty on their products won't even cover a bios flash, possibly not even an overvolt or overclock...deeply of their cards are factory overclocked anyhow.
Just something to keep within mind.
