My media player said I need a toner hardware to play the TV?

I am pretty sure you read it wrong,what you need is a TV Tuner card.which is a device that you add to your system to "tune in" the stations just like a normal tv.
Your system has the ability to display the pictures but no way to actually capture the signals and that is what the tuner card will do.

There are different types of tuner card,some are usb devices that just plug in,others are actual tuner cards that need to be put in the pci slot of your computer.
