Why does my computer keep rebooting itself?

This is a serious problem, which seems to be hardware related. Since you just got this computer, I would highly recommend returning it, for a replacement.
Since your problems happen so early on, before anything much is loaded or done, I would say your power supply is at fault. If power is not stable to your computer, (From the power supply, or to the computer itself to some extent, you will have problems like this.)

Well, first of all, just because the hard drive is brand new does not eliminate it from being the problem. People buy lemons off the shelf all the time. It could very well be the hard drive is defective, it happens.
Have you checked to make sure it is not related to the power supply or the power source? Could be a bad power cord/supply. It could also be a bad motherboard. Have you tried your PC vendor's site and downloading the current system BIOS? Maybe that needs to be updated.
Also, check and make sure the hard drive is securely seated in the PC and that the ribbon is securely seated into the HD and the mother board and make sure the power plugs are seated in the HD securely so that it is getting power.
It is rebooting because of some error,,,, I have no idea what error. but if you can possibly get it to go to safe mode, then you could r. click my computer, choose advanced and then start up and recovery, in there, uncheck reboot at all errors. If you can get to that the machine should stay up. then you could possibly go into the event viewer and see what type of errors you were getting, then google them and figure out your problem.
Another reason it could reboot is because of heat, make sure all your fans are working properly, and you have ventilation where the computer is located.
