Way to go, cybernaught.
YES
yes, it's good very because liquid/water cooling can cool your hardware better than fan, they also more silent than fan. just make sure that you instal them correctly because, you know what happen if those liquid get leak and wash your hardware.
Yes, liquid cooled system is better than air cooled system. Its mainly use in the gamer industry where people overclock the CPU so the system gets extremely hot. There are two types of liquid cool system, internal or external. Internal requires assembly and it requires some expertise in assemblying a computer. But both needs to run tubes onto your CPU, GPU(graphic card processor) and RAM.
Yes. essential if you want to seriously overclock your system, as the the amount of heat you are able to transfer is far higher than through air.

Downsides are cost, and quality. Unless you are proficient and quite a precise diyer a home build water cooled system can be at best a pain, and at worst a deathtrap!!
i have a beautiful system that works:

1. take a garden hose
2. drill hole in top of case
3. put hose in hole
4. turn hose on
5. make sure computer's plugged in
6. firmly grasp case with two hands
7. pray to god u dont die
