You can try & see if there's a setting within your bios settings. There's no way in Windows that I am aware of.
go into bios ("delete" upon startup) then into "power". Make sure you see an rpm for your cpu fan. then select whatever option it has usually q-fan that runs your cpu at lower speed until your cpu heats up. If that doesn't seem to work make sure your cpu fan is plugged into cpu header of motherboard and all 3 leads (red-black-yellow) are in the plug. Some of the hi-per fans run higher power that will fry the motherboard header so they run the red-black to power and just hook the yellow up to the motherboard header to use as a tach for the fan, It thats the case you will need a fan controller to run the red-black power leads into and out to the fan. Make sure you get one that has voltage at the lowest setting---ex 7 volts as if you use one that you can turn the power to cpu fan all the way off you may fry your cpu.
Some q-fan settings dont seem to work because the cpu is a hot one that needs a lot of cooling to start with. I assume you know for a fact that its the cpu fan and not a case, power supply or video card fan making all the noise.
