Why is my computer not working if i add another brand new ram?

probably bad ram. do a memory test on it. BIOS could also be reading the specs of the memory wrong so do a BIOS update.
if the ram is seated properly, the computer should be able to detect it. It could be incompatible with your computer, or as the other guy said, it could be defective ram. Exchange it for a new one once you figure out if those other things aren't the problem.
It depends on the size of your processor, it may be that it can only process 256-384 of RAM.
If it is a newer computer with a 1 Gig or bigger processor, you probably have an incompatible card.
You definately can not use another brand in a Dell, except the Dell brand, but you can use a Dell card in a different computer.

Your problem is likely (assuming the 256MB DIMM is not defective) that the DIMM is too dense. Older boards can have problems accessing DIMMs that have high memory chip densities. This DIMM may be "single sided" meaning it's getting the 256MB from half the chips. Thus the chips have double the density of a "Double sided" DIMM.
Try a Double sided 256MB DIMM or a 128MB DIMM and see what happens. I bet it will work.
Also make sure (as others have stated) that the RAM is in all the way (seated), and make sure there is no dust in the RAM sockets that can interrupt the signaling.
