Answers:
a card(which can be of several types - fits in your PC,a USB-attached device, etc) has a socket into which you plug the lead which usually goes into the back of a normal TV(the ariel lead).
If you search on the internet for Hauppage , or WinTV who supply these things these sites will specify the minimum spec PC to handle this (I use a 700Mhz 512Mb memory Fujitsu desktop which works well).
You should be able to view all the channels that you can get now. In the UK we have a digital service called freeview and can get all of them.
Once you have installed the card and it's software(should come on a CD) you need to use the software to tune in the channels. This basically takes about 5 minutes to scan all the frequencies locating all the channels. You then use the software controls to select the channel.
Right now I don't have a proper TV,I just use the PC with the card.
good luck
