Is PC Booting?
P.S. It is not the monitor or graphics card.

Does it even POST (power on self test)? Do you hear 3 short beeps, one long beep, 2 short and one long ??
Check the power connection to mobo, CPU.

To rule out everything you should remove everything from the motherboard and set the jumper to clear the cmos. power on for about 10 sec with nothing on and see if it gives you post failed beeps then turn it off (if it doesn't prolly the mb). if it does then add the processor and and repeat the procedure, add video then ram repeating the procedure until the puter hangs identifying the culprit
You will have to re-install your operating system. Have you tried booting off of a CD? Set your boot options to boot off of the CD first and see if you can do that. Of course you will need a bootable CD, like Windows.
I would also check BIOS settings, and jumpers on your drives.
If all else fails, unplug all but the essentials. Start with just a hard drive, one memory stick, cpu, graphics card.

You mentioned surround sound. Your BIOS will not use your external speakers for post beep messages. Be sure your internal speaker is properly plugged in to the proper pins on the system board.
If you are not even hearing beeps, it is not even starting the POST process. Check jumper settings related to your CMOS, they might be in position to reset. Although this would most likely cause the PC not to even power on. Most of this seems to point to a bad monitor (which i know you tested) graphics card, or maybe even video cable.
Another possiblility is a failing poower supply, or maybe even a corrupt BIOS
your pc is not actually getting a signal from your new motherboard.. get your manual and check your mother settings and be sure you placed your pins in their proper places.
Is the front panel connected properly?power switch,reset switch etc?
If it used work before then its not that.

first before booting anything or removing anything, make sure its not the monitor thats the problem. try using a different monitor. if when you turn on the computer you still dont get anything on the screen (like no boot menu or anything, not even a pixel) then it probably is the graphics card. and by the way, it wouldnt be the pc not booting if you dont get the monitor to turn on. if it was the motherboard that was the problem then you probably wouldnt even get it to turn on in the first place, much less get the hdd led's to turn on.
its possible that your headers (thin wires with double female thingys) from your case to your mobo are not properly connected, which would explain some of these problems, double check your mobo's manual and see if your cords are hooked in right, they are usually color coded.
