Can I connect two projectors to one laptop with one VGA output?

I have tried using a splitter (ie a cable that plugs into the VGA that has two outs). When I do the second projector will say 'searching for signal' but never displays the content. When I disconnect the other projector that is working, the second one will display.

there are several options here but i reckon the usb to vga sounds the most likely choice - it's the one i would choose

Yes:

You have a variety of options, it just depends on what your laptop is equipped with.

Most laptops also have a S-Video output, you may also sync a projector in using this.

If you do not have S-Video, your best bet is to buy VGA extensions via USB.

You should also be able to split the signal, it sounds like you either hooked up wrong, or one of your outputs are bad: try switching them around to see if this is the case.
