under hardware properties it says the drive is working properly. when i put a CD or DVD in it recognizes the disc but it cant read it. i can explore the files on the disc but it cant run or open them.

Try updateing the drivers for tit, if that don't work, you may need a new one.
try updating the driver for the cd/rw/dvd/rw or buy a new 1
