First off, you need to make sure you have a wireless capable router. One that you can look into is the LINKSYS WRT54G model. Relatively cheap for around 50 bucks USD or less now-a-days.
Next, you just need to setup the router which, will be provided to you in an instruction CD or MANUAL from whichever router you decide to buy.
Then, just turn on your laptop wifi and it'll find your router; So as an example if you named it MYWIFI during setup, your laptop should recognize a connection called MYWIFI and that's what you would connect to.
There are still other steps you should take such as secure your connection so no one else will use it also, but once you are all setup first, you can worry about that later.
You must get a wi-fi card for your computer. Then u must set up a local network (the computers in that network will have IP addresses 192.168.*.*) and share the internet connection in that network (setting up in windows).
If you have ADSL or DSL you could buy a router with wi-fi. Which is maybe easier to setup for you.
