If I see an promotion with an OS already einstalled can I buy it without that SO?

I want to install Ubuntu.

Not so long ago people were claiming refunds from Dell as they didn't want Windows, in recent times Dell have been shipping machines with Linux pre-installed (Ubuntu is one of the options). If a large company like Dell is prepared to do this, then unless a supplier doesn't want your money, I would look for a supplier who gives you a choice of OS's.

Don't forget every new computer sold with Windoze pre-installed puts money in Bill Gates pocket.

P.S I would only have a Dell computer if I didn't have to pay for it, but I appreciate a company of that size giving the people who pay their wages a choice.
most computers comes with OS. you can buy the computer. and then you can install your won't OS. or you can get a barebone without the OS.
look for keyword "upgrade" on the box..installing Unbuntu shouldn't need for you to format your HD..but I think other Os's they recommend installing the non windows OS first, the windows second.

You can't buy it without the OS, but you can install Ubuntu on the entire disk, which will erase the original OS.
just format the disk when you install the OS, there should be a screen "would you like to clear off the disk before you install?" or something like that, formating it clears everything off
Almost certainly not. You will just have to pay for an OS you don't want.
Most computers come with windows pre installed it's not that easy to find a machine that has no OS or has linux pre installed, Dell will do this and I expect some computer shops will build you one without an OS. You can install linux on the whole of the drive which will remove windows completely, the option for this will be presented to you during the install process, (I don't have windows on my machines, I just install linux on the whole drive). If you go for the dual boot option windows must always be installed first, if you install linux then windows, the master boot record will be overwritten by windows and the bootloader which gives you the option to boot into windows or linux will be lost & need reinstalling.

It's really easy, if you are new to linux it would also be worth considering Opensuse which I think is a more polished distro which is easier to install & use:

If your question is aimed at buying a computer, and refusing to have windows, thereby saving the money that covers the cost of the windows OEM, then this is possible but be prepared for a protracted arguement with the store you have bought the computer from. What you need to do is start the machine in the store, refuse the Microsoft EULA, document this preferably with photos, istall linux on the whole drive. Then write to the store demanding a refund for refusing the windows license which they must do but will be very reluctant:
