'we apologize for the inconvenience, but windows did not start sucessfully'.?

this always pops up when i start my computer. i have tried everything to fix by using safe mode but is says it got deleted and i even used the disk to use system restore but that does not work eithere. what should i do to correct the problem.

What operating system are you running on the computer [Win98, 2K, XP, Vista]?
What is the error message, what got deleted...Windows?
The system restore disk that you tried to use, was it from the original manufacturer of the computer? If you have had hardware changes to the computer it would not work since it restores to the way the computer was shipped from the factory.
