Google this--MIT swapfest. It has lots of locations, you'll have to look for the one nearest you, i think it mostly travels up and down the east coast. Its basicly an electronics flea market. I got a great working laptop that runs xp for 15 bucks (dont expect that, it took some work and i was incredibly lucky). Most laptops (pc) range from $65-100, right around your price range. If you live too far away, id try ebay, or yes, a yardsale. or google and look for some sort of computer/electronics flea market thingy near you. good luck
At a yardsale.

You can find some old Windows 95 systems there with 5 GB hard drives and no CD drive for that much but nowhere else will you get an 80 dollar laptop. Sorry.
go to your local flea market
It's impossible to buy a working laptop for $80.
