First off, right click the tool bar and be sure "lock the taskbar" is NOT checked. If it is not checked then click the tool bar, hold down the button and drag it to the bottom. Once the task bar is at the bottom of the screen, right click and choose "lock the taskbar" this will keep you from moving it again.
Click on some border of the bar. keep press the mouse button and drag it to the botton
click on it and drag it back down, hold while dragging
It's your taskbar getting on the top of your screen, I am sure you've done it inadvertently. If you are using Windows XP or newer, first unlock your taskbar by using right-click then uncheck the Lock the Taskbar menu item; and then click on an empty space on your taskbar then drag to the bottom of your screen, do it carefully.
