Connecting Internal Hard Drive to laptop to run programs on Hard drive.?

I have an internal hard disk with windows os and some programs installed.
Is there a way to connect this drive to laptop and run the programs installed in the hard drive.

The simplest way to do that is with an IDE to USB adapter. Check the link below, or do a search if you don't like that particular one.
