i got a hp pavilion dv 2000 and im not sure about the time lag thing but i can relate to the typing problem.i notice that the keys are not sensitive and you have to really make sure you hit he buttons properly otherwise the letters dont come up.
if your laptop is still under warrenty ring hp customer service and they are really good for helping out on problems you may be having with your computer.
Hmm...whats your specs? Seems to be me you must have installed Vista yourself. I am guessing you dont have enough ram and it is lagging your system up. Vista is a pig on system resources. You may have to downgrade to windows XP.
Call the service executive it looks like a pecular problem i have noticed this problem on any of the systems or the laptops.
