With Windows Vista Home Premium, you want 2GB of RAM. But this can be added later if you find a really good deal.

That is going to depend on what your needs are...do you use it for games, school, work, etc.

Simple get as much as you can for the dollar that you have and keep in mind that what ever choices you make with a laptop, they are really hard to change later. Don't forget an extra battery. What you can buy today you may not be able to buy tomarrow
If you want more customizable computers you may want to think about buying direct from Dell or HP.
It all depends on what you want to do with your computer. In general I would:
1. Go with an Intel Core Duo or Core 2 Duo (avoid AMD)
2. At least 1GB of RAM (most come w/ at least 1GB)
3. 120 GB Hard Drive
4. If you are a gamer you may want to get DEDICATED graphics.
5. Windows Home Premium (avoid Home Basic)
6. DVD/CD Burner
You need to get a laptop with the following as minimum:
Screen resolution: 1650x1050
Hard Drive: 100G 7200rpm (unless you get a build-your-own, the drive is either 4200rpm or 5400rpm which is slow)
RAM: 2G (unless you get a build-your-own, you will need to rip out whats in there and toss the sticks because there are only 2 slots in the laptop)
CPU: Intel CoreDuo T7200 or higher (don't get anything lower, or you will have less L2 cache)
O/S: get Windows XP. Windows Vista sucks because it is very slow (especially on laptops).
Other stuff: DVD burner, USB, firewire, built in WiFI, built in Bluetooth, built in Ethernet 10/100/1000.
Video: I like nVidia because they always have much better drivers than ATI.

I always get off-brand PCs and laptops for the best value, like Acer and Asus.
