PS/2 to USB Adapter for a wireless mouse not working?

USB and PS/2 are vastly different connections. Early on, some mouse manufacturers built their mice to be able to detect whether they were connected to PS/2 or USB, and the adapter was just a mechanical adapter that converted the USB plug on the mouse to fit a PS/2 port. Then the logic in the mouse would figure out what it was connected to and operate accordingly.
Lately though, to save cost, mouse and keyboard manufacturers have been eliminating the PS/2 logic, and shipping USB-only mice. Even though the plug fits into your adapter, your mouse does not "speak" PS/2. Flip it over and look at the label. If it speaks PS/2, the label will probably state "USB and PS/2 Compatible" or some such.
As to the device appearing in the Device Manager, the built-in devices in laptops are almost always PS/2, so they will also show up in the Device Manager as such.

Most wireless devices do not work through those PS2 to USB adapters.
Did you put batteries in the wireless mouse and if so have they been charged? If they are rechargeable batteries you usually have to charge them for a number of hours before the first use.
The PS/2 port is not putting out enough power for the wireless dongle.
A better solution would be to get a small USB hub and run your wireless mouse and printer from that.
