Well, 128bit wireless encryption is safer than 64bit, and companies are working with 128bit mostly now and developing 256bit in the near future. For home use, I would say stick with either one, but if you want the most secure wireless then go with the 128bit.
Doesn't make much difference to be honest. Just make sure you are using the same at each end - you may as well use the highest available.
Unfortunately both are unsafe. Your neighborhood hacker can crack into WEP secured networks (both 64 and 128 bit) in approximately 15 minutes.

The safest way to secure you network is to use WPA encryption.
