Nearly impossible to get it that cheap...my dad was able to get a custom compaq with a sempron processor for only 400.there was so little ram however, that he had to pay 50 bucks to get that upgraded so it wasnt unbearably slow.
You won't get anything special for $400. You should most likely go for a used one if you want anything decent.
For that budget you'll most likely get a laptop in the 3.0GHz range with maybe a gig of RAM.

You wont get a very good laptop for that kind of money. I suggest saving a couple of hundred more and get like a $600 unit (which will still be stripped).

toshiba is probably the best pc brand. thats what i have and i love it. i caught a great deal on mine and got a 64x2 AMD processor, 160 GB hard drive, 1 gb of ram, etc for a little under $700 from circuit city. but with your budget you might have to settle for a compaq or stripped version of an acer. my advice would be to save up a little bit more. it's better to save up for a good laptop than settle for a not so good one that will be giving you problems for years to come.
