If your virus/spyware free, there are a couple things you can do get your computer faster. If you using your laptop for normal stuff and not gaming. You got a good setup. You don't need more RAM you just need to perform a few maintenance task.
Firstly, if you haven't cleaned your registry in a while. This is necessary. Your registry holds all the information regarding updates, installs, un-installs etc. Each one of those events has
a key. That key needs your PC's resources and free space. So, if you should clean your registry, you make more resources available for spped. Do a registry scan if you got more than 20 errors you should clean it.
2. Clear your Windows cache files, this your temporary file. It can grow up to a large volume and stop your computer from using RAM properly. In a sense slow it down by preventing it from using free space.Here is how:
1. Quit Internet Explorer, Firefox, or any other web browser
2. Click Start, click "Control Panel", and then double-click "Internet Options".
3. On the General tab, click "Delete Files" under Temporary Internet Files.
4. In the Delete Files dialog box, click to select the "Delete all offline content" check box , and then click OK.
5. Click OK.
3. Manage your startups. Your excess CPU usage is due to too many programs running in the background. You can cut these to barebones by alter your msconfig. Here is how:
1. Open your Start menu.
2. Click Run
3. In the command screen type "msconfig.exe"
4. In the "system configuration utility",click either "service" or "startup" tab
5. Uncheck all programs that your are no longer using.
6. Click "OK"
Other great tip is increasing your virtual memory to simulate more RAM. This will give you a bit more resources for multiple program use or CPU heavy programs. Check the link to alter your virtual memory spec.

delete ALL the exess stuff that u don't even use. all it does is take up storage and amke ur laptop more prone to viruses.
is that a typo or do you really only have 12mb of RAM? if you meant 512 you're probably ok but you could benefit from upgrading, if its not a typo and you really only have 12mb then you desperately need to upgrade, in fact now that I think about it it must be a typo because I don't think XP would run at all on only 12mb
download and run the following programs from

spy-bot search and destroy (spyware remover)
ad-adware SE personal edition (spy-ware/ad-ware remover)
CCleaner (stands for Crap Cleaner, it cleans the windows registry which improves performance)
Several things affect the speed of Windows.
1. Upgrade to Windows SP2. There's a reason they issued it, and it's been out long enough that the bugs of the bug fixes are sufficiently addressed.
2. Get another 512k of RAM.

And, IMHO, I love paring down Windows, but I totally agree with the camp that says leave WinXP's Prefectch folder and settings alone. The history it builds helps your system run faster.
Right now you can do two things, one is a operating system related and the other is hardware related.
As far as your operating system you can Defragment your hard drive. When you store files on your computer they do not all go into one central location on your hard drive, they are just too large for that. When you keep saving things to your laptop the computer will find places to store them, not unlike when you run out of room in a closet one shoe goes on the floor the other on a shelf. Your computer has to take the time to piece everything back together, hence a slower response time. The defragmentation feature in Microsoft will allow your computer to determine how to best fit your files on your hard drive. Microsoft suggests setting up a weekly defragmentation process making sure your computer has plenty of time to update itself.
The second option is to upgrade your RAM. This will allow you to have multiple windows and/or programs open to let you optimize your computer. If your computer is under warranty then see if you are allowed to do this as sometimes this will void your warranty if you do it yourself.
