You can definitely purchase burning software, but Windows XP has the basic burn built right in.
Just select the files you want to burn, right click and choose "Send To", then click your CDRW drive in the menu that follows. It will copy the files to a temporary area, then you'll get a little popup by the clock that says "you have files waiting to be written to X:"
Clicking that message, or opening the drive letter from My Computer for your CDRW will bring up a box like what I have linked below. Click File, Write these files to CD, and you're off and running.
If you find that you'd rather have a third-party application with more features for burning, Roxio and Ahead (NERO) make pretty popular ones.
