First, yes you can get a computer with XP on it, just shop around some and you will find one BUT I would not recommend this. Vista definitely has its problems now but XP is going to get phased out over the next few years and you don't want to drop money for vista when you could get it basically for little to no extra cost right now.
Secondly, look for a laptop that has a wireless access point built in. When you are in range of a wireless signal your laptop should detect it and connect (if you are allowed to connect to that connection). That is a really oversimplified explanation, in reality you are going to have to probably set your laptop up to detect preferred networks and supply a network key to gain access, and maybe more, but I am sure someone will help you when the time comes.

It is possible to request XP installed instead of Vista. Vista wasn't accepted all that well, and many people do ask for a downgrade before they purchase their computer. The easiest way to do this is to make the purchase online, where you will hopefulyl be able to contact them with your request. Make sure you give them specefic directions that you WANT XP on your computer.
As for the wireless internet, most new laptops these days already have a built in card inside them. So all you really have to do is give the card an access code that will allow it to communicate with your router (the thing that your internet is hooked up on) Usually the code is found underneath the router. so good luck!
