When you place your order, they give an estimated ship date. They are usually good about meeting or beating that date. I personally would call Dell and ask them what is going on -- changing estated ship dates is not normal. I suspect some backlog because of the back-to-school.
FYI - I've ordered many computers from Dell, either for myself or clients. Usually Dell ships within 2-3 days. However, on one occasion it took 4 weeks because of a backorder of a LCD monitor that was part of the desktop package. However, in every case, Dell's expected ship date at the time of order was correct.
Not that I recommend abusing this policy, but you might want to know that Costco and Sam's Club have liberal computer return policies. If I'm not mistaken, you can return a computer 6 months after you've bought it for a full refund. Don't take my word for it -- ask and find out if this is still true. A friend of mine did this last year.
