Yep, it looks like the hard drive goes into the side of this unit and could very well be the source of your issues. The catch to getting a 'new' hard drive laptop is that you will need the carrier for it as well (can't just buy a hard drive and slap it in the side). So you would just have to find a caddy and then a hard drive to go into that -- another option could be to use an external USB drive and boot from that. (The BIOS should allow for you to boot from USB device -- worth going into the BIOS, hit F2 at Dell splash screen, and checking out the section for "boot devices" ... if you see "USB" or "Removeable Devices" it should boot fine from a USB device.
In the end, yes, you will need to load an OS onto this drive.

Usually hard drives are accessed through the bottom of the laptop, so I doubt that hole on the left side is for a hard drive. That hole is more than likely a PCMIA slot, for things like wireless adapters.
Is there a floppy drive? If so, make sure you take out any disk first.
If no disk in the floppy drive, you could always take the bottom of the laptop off, or just open the access ports if there are any, and look for a hole in there though. That would be a missing hard drive, which is a likely scenario.
You will need to take this to a computer shop for replacement. Then you will need to install Windows. This will make that laptop not-so-cheap.
