I just bought Civ IV and install it. It kept having errors and shutting down. So I uninstalled and reinstalled only for it to fail. I can't install it, its says that a certain file can't be read or its not written and stops. I've tried other ways, but nothing. I looked at the cds it has grooves cut into the cd. I'm not sure if that was there to begin with. I think my cds are getting damaged in the cd drive. I tried cleaning the cd, but I can feel the grooves with my fingers. and it still didn't work.
Has anybody else experienced this? And what should I do, other than replace the cd drive?

There's no chance of that unless you've stuffed something sharp in there before. Next time check your cds before you buy them.
I have no idea how someone could check the CD before they purchase it, but anyway... Since you're using a laptop, maybe you used it on a slight tilt, maybe even for just a moment, and the disc caught on something. Somewhat unlikely, but only likely explanation.
