the compaq laptop looks better than the first one.
The first one sounds obsolete.

I would go for a 'proper' make like Compaq, Dell or HP rather than a Johnny no-make any time. The key is to decide what you want it for, and then choose a specification. I would suggest you need at least 512Mb of RAM, at least 60Gb disk.
