What happens when you turn it on? Nothing, a blue screen or the message "Windows failed to start properly?" Toomany veriables, but offhand, sound like a hardware issue.
that's because of booting problem you should free the maximum spaces in the hard disk. And if the same problem exists after doing this then consult the nearest laptop service centre
What happens when you turn the power button on the laptop? Is it there is no response? or if windows fails to load? It could be the power switch. Have you checked the battery level on the laptop? If its under warranty better to check it out rather than when it is out of warranty and will cost you for repairs.

Does the power come on?
Do you see anything on screen?
If so this will be a software problem..
If not:
Only thing I can think of is either the battery is faulty
(If you havnt connected it to AC)
Or your power button is faulty.
Only way to know for sure is to try another battery of the same type, size and voltage.(Pref the same battery)
If that doesnt work then you have no choice but to take the laptop apart and inspect the power button.
Only suggested if you are competent with electronics due to ESD etc, otherwise you will need to call your local computer service technician.
