I have windows vista and celeron m processor how can ihelp speed it up without costing as its running slowly?

Here are a few little tricks that I hope will be helpful.
(1) Click on Start - Run, and type msconfig in the box, and Enter. Select the Startup tab, and uncheck all the background programs you really don't need running all the time. They won't disappear, and you can always check them again if you need them. The rest of the time, you can run them from their desktop shortcuts. Click Accept, then restart your machine.
(2) Keep your temp files cleaned out (a good freeware program that I use for doing this is Cleanup! from http://cleanup.stevengould.org...
(3) Run Defrag at least once a month, perhaps every two weeks, just to keep files together and make them easier to find all the parts for.
(4) Check for adware and spyware on a regular basis if you access the Internet frequently. Consumer Reports recommends several, but the freeware ones I use are Microsoft Windows Defender (available from them) and SpyBot Search and Destroy (from http://www.spybot.info/). Defender works in the background automatically, and SpyBot should be run once every week or two.
(5) It's a good idea to clean up your Registry from time to time, as it will collect many useless keys that slow things down. Two decent freeware programs that I use are EasyCleaner from http://www.toniarts.com (it also has temp file cleanup ability) and RegScrubXP from http://home.carolina.rr.com/lexunfreewar... (I believe it works with Vista as well as XP.)
(6) You should have an anti-virus program, of course, either as part of a suite of security programs or as a stand-alone. If you want a free one, Consumer Reports lists Alwil Avast Home Edition as being better than the better-known AVG.
Hi, actually this is a problem as Vista requires better processor to work smoothly. However, try to reduce the visual effects from display settings, it will increase the performance of the laptop, select a classic windows theme and you will notice the difference.

Ok, your question makes little sense for the second half, so I will answer it as I see it DOES make sense.
There are programs that will allow you to adjust your clocking speed WITHOUT you having to muck about in BIOS (DO NOT MUCK ABOUT IN BIOS IF YOU DON'T HAVE TRAINING, YOU'LL SERIOUSLY MESS UP YOUR COMP.)
Try Googling for Nitro.
Just remember, when you overclock, you SERIOUSLY degrade future performance, as the parts wear out faster when overclocked. They also produce more HEAT, which may MELT some parts.
Clear out the rubbish and maybe do a scan for bogeys.
I suggest you uninstall Windows Vista and go back to the version of Windows you were using previously. You tried Vista; it didn't work on your computer. That's all there is to it.

If the motherboard can take more memory then that's a good cost effective speed increase, Vista needs at least 1gig to run properly, it depends on how old the motherboard is and the max memory it can handle.
Vista + Celeron = Slow.
Celerons are cheap alternatives to pentiums and dont overclock well, so no way to squeeze more juice out of it.
You can try cleaning up you HDD, your registries and a few other things to improve performance. Get some ram if your mobo can take it, its a quick and cheap way to speed things up.
Or upgrade to core 2 duo, cheap and pretty quick plus they overclock well!
My E6400 now runs at 3.1Ghz, not bad for a £140 processor.

Find the windows automatic update setting and change it from automatic to "notify when available". I swear to you you will see a huge difference. You might consider upgrading to 1GB of RAM, at crucial.com it'll cost you about $45 USD.
