Help!! Can anyone out there explain how an air card works?

An Air Card is a wireless Internet connection using a cell phone company. While there are different speeds around (3G being the fastest) they are typically slower than Cable, FiOS, or higher speed DSL.
Basically its like having the guts of a cell phone on the card and connecting to the Internet that way.
Assuming you are in the Us, pricing plans are about $50-$60/mo, and that doesn't include your cell phone bill. (The Air Card is purely for Internet and the laptop).
In your case, since you travel little, then just get a regular wireless card (802.11a/g of 802.11n). These are the "typical" cards you hear about and allow you to access the Internet wirelessly when there is an access point around.
Many airports, hotels, public areas, and just about every Starbucks in the country have free open wireless access points.
You can even use that same card to connect wirelessly to your Internet at home if you get a wireless router (about $40-$50US).
Before you buy a card thought, check to see if your laptop has a built-in wireless card (not air card).
To answer part of your original question, yes you can use the air card on your PC. Verizon makes a USB device that you can plug into either your laptop or your PC. There are also converters that will allow you to insert the PCMCIA air card into your PC.
