Why does my laptop run so slow after it comes out of stand by?
In addition to just running slow the fan revs up really high and just stays at that level.
During times like this, when I hit ctrl+alt+delete and then click on Preformance, the CPU Usage level is always at 99-100%- even if I don't have any applications open.
Restart and everything is fine again, zipping right along: CPU usage has dropped way back down and the fan is back at it's normal speed.
Any thoughts?

When a computer goes into standby, it's using minimal power, but maintaining what's in the RAM. When you resume from standby, the operating system needs to reload all the processes that were running, and any modules that were associated with them. Because of all this loading and reading from disk that occurs, the CPU usage goes up as it attempts to reach the previous point of usage.
After a while though, things should be fine.
It could be because of several factors. Your computer may be configured to check for security product updates and then automatically running scans (eg: antivirus) or it could be automatically looking for Microsoft security patches, or your running programs are set to look for updates automatically, etc.
As for the fans, that may be normal. As the computer becomes active, heat is generated and the fans are probably kicking in to dissapate the excess heat.

...have you checked for viruses, and how much memory you have left?
I don't have an answer for you but I have the same problem with my Dell Latitiude 640. I would love a true answer on this one myself.

when your computer goes into stand-by it copies everything you have in memory and dumps it to the hard drive. Then the hard drives stop spinning. When you bring your computer out of stand-by. Hard drives spin back up to speed and everything written to the hard drive needs to be copied back into RAM. This process can be lenghty. Which also explains the CPU usage levels (The CPU is working to move information from the hard drive into memory). Normally, for the time it takes to load a computer to a working point it might be better just to restart the system altogether.
