I suggest taking a look at the Dell Inspiron 1520.
You can get coupons for Dell products like $325 off and other stuff like that. The build on the Inspiron 1520 is great, and is a great buy. You can even get it in different colors. The laptop has an excellent graphics card you can have them install (8600M GT) It has all of the things you said, but you will have to customize it to fit your needs. I would guess you would have to pay around $1200 for it. Check it out.
NotebookReview.com is an excellent place to check out reviews on notebooks and discuss on their forums. They have the Dell coupons I was talking about.
Those are all the basics right there. The 'extra's that people look are would be things like:
Dedicated video card for better gaming or DVD playback.
DVI/HDMI output so you can connect to a large TV set
Bluetooth if you are going to get wireless with it.
Fingerprint recognition so people can't get into your machine.
Hi-Def DVD's -- they are coming but too expensive right now.
Personally if you are looking to just WORK with your machine and not PLAY with it get an inexpensive machine with a big hard drive. If like most people you are going to play games and such with it then you will be spending more money.
You need:
1. Lots of memory (physcial RAM DDR2) - Ask for 2GBytes
2. You need a powerful Processor, ask for the T7400 Merom Intel Processor at 2GHz, 4M L2 cache, and 800MHz FSB
3. You need a good Graphic card, Ask for NVIDIA Geforce or ATI Mobility Radeon. Ask for a larger Video Memory >512MBytes if possible.
4. If you buy the Intel Centrino Pro platform, WIFI would be not an issue. They use theIEE802.11n , latest standard that is able to run at 54MBps. Well, if you have a fast Ethernet Wireless network of course.
5. Get a DVD Write with Lightscribe!
Your budget seems small, and so, i would advise you to look at the no. 1 & 2. Processors and RAM are the most important component of a PC.

1. cpu must be at least core2duo 1.86
2. 17'' screen is not easy to carry. (and also battery life isn't SO long in 17'' notebooks)
3. Don't forget blue tooth (in most vista notebooks bluetooth not working)
4. at least 120 gb of hd. (160 gb is better)
5. Gaming; nforce 7600 or 7400 vga
