Is laptop CPU less efficient when on battery?

i have a dell inspiron 6400 laptop, my processor is 2 GHz intel core duo. when on battery the processor becomes like 400 MHz and if i put it on AC power it immediately returns to 2 GHz, is this normal? and is it changeable? thanks

Yes its normal for most all laptops it help conserve battery power for longer life of the battery. Yes its changable to stay @ the true CPU speed but say you get 3hrs now @ the 400mhz and above if you have it @ 2.0GHz all the time on battery you might get 30-45min instead and if you are surfing the web via wireless that will knock the battery life to probably 20-35min @ full throttle.any other kind of graphics or dvd watching or burning will cut it even further down time...Thanks
I haven't heard any complaints from users about Dell laptops shuttling down CPU speed on batteries. Although my company uses a different model, D series 4X0/6X0/8X0.

Check forums, someone may have written an app to allow this. I know someone created an app to allow users to change fan speed, it keeps laptops a little cooler though fan noise is more audible.
