You could find out if it is the screen or the gfx by connecting the video output to a monitor or LCD TV if you have one.
If there is no issue on the monitor then its your screen, if it is still there its the laptop.
Sounds like your LCD is on the way out.
is it a line across the screen from one side to the other that doesn't move or do lines move around? If it's lines across the screen then your screen is probably at fault, other wise it could be graphics card try downloading latest drivers
If it happens during a shutdown or restart, it is probably a hardware problem.
Try attaching an external monitor and checking if the external also has the lines --- if so the problem is probably with your graphics card.
If it only happens when you are running a specific app (or as a specific user) then obviously it's a software glitch.
Are the lines vertical or horizontal?
An LCD screen is backlit so it is nothing to do with the illumination on that front. It is possible that one or more of the thin film transistors has burned out stopping the electric flow across segments of the screen that arranges the direction of the liquid crystals and hence causes the vertical lines. You could either take it to a laptop specialist to have the screen replaced or do it yourself - a difficult job and not advisable if you have no experience, or replace the Laptop (possibly a cheaper option).
When in windows mode go to accesories command promt this will put pc in dos mode are the lines still their ? if not then it's a memory problem if you have two sticks of mem take them out one at a time power it back up to find the messed up ram if it does it with both goto get them tested for second appinion, Let me know how you get on plz .
