Can you connect your console onto your tv tuner card and play video games on it?

Yes and No.
That Hauppuage might work but it is a lightweight device which means options are at a minimum. Bjorn is correct about the gaming resolution with that thing.
To do what you want, you need a device that can take control of your onboard graphics without opening the laptop.
The device for this job will be a USB 2.0 Console Adapter or a even USB 2.0 Console Adapter with a built in PVR/DVR TV Tuner box. They both function almost identically and are priced low. I don't like to buy from Amazon, but they are good for user reviews and photos.
This is what you need, search E-Bay or your favorite online merchant (geeks.com / newegg.com /frys.com etc..) to find the best deal. They run $10 to $150. Read the reviews!!

Also, I did not see mention of HD resolution but I can add that higher quality units are available. For a standard laptop with a 17" or smaller screen, this will be no problem. If you want a higher quality unit do a yahoo search using the phrase, " USB 2.0 XBOX ADAPTER".
You get what you pay for but then my Toyota does not need a Nitrous Kit!!

Yes, you could do it.
The issue is that the resolution will only be as high a quality as the device you have it hooked up to.
So if you buy a standard resolution TV tuner and try to hook the Xbox up to it, you cannot expect to get HD resolution on the monitor.
You would have to buy a HD Tv tuner.
