My laptop won't shut down?
Well, it's about an hour later and the screen still reads "Shut down" with the moving circle which indicates it's working.
Basically my questions are:
1) What the fcuk?
2) What can I do to make it shut down?
Answers are GREATLY appreciated and VERY needed. Feel free to give a lot of detail.

your laptop is frozed up push and hold your power button till your computer os off but dont do it often because it can crash your laptop.
some of the things that u should try
1 like the first guy said hold down ur power button so it'll restart.
2 sometimes ur battery has to much power, close ur laptop screen and turn it over to to the bottom of ur laptop take the battery out for about 1 min and then put it back in. it should work. happend to me once.
this site will give you a sony vaio laptop just for completing some quick online tasks! really recommend it, especially if you're broke but really want/need a laptop (like me).
