This card certainly will support dual monitors. It may be overkill as this is a relatively mid-range gaming graphics cards. If all you want is dual DVI monitor support, you can go cheaper here http://www.newegg.com/product/product.as... If you are looking just for VGA dual monitors, you can get even cheaper http://www.newegg.com/product/product.as... or 1 DVI and 1 VGA port http://www.newegg.com/product/product.as...

And the TV-out port is to hook up your computer output to a TV, in this case via an S-Video cable.
