I have a TFT monitor 19". The 2 default settings for refresh rate are 60 and 75 mhz.?

Not sure, but I'd recommend you stick with 60MHZ refresh rate.
Push the refresh rates beyond what the TFT electronics can cope with it'll probably just put up a nice window that tells you you are asking too much from the screen.
Anyway, don;t you mean 60Hz / 75Hz not MHz?
Your monitor would not allow you to change to100hz if it would damage it, if anything there would be a warning telling you not to change it.
1: DON'T choose 100hz, 75 is a good choice. You cannot damage a TFT monitor by choosing a higher resolution (you'll just end up with a blank screen and an error message. If it doesn't automatically switch back, you can use safe mode and an earlier restore point to repair it).
2: If the text is too small, then try changing the font size. It defaults to 96dpi, but you get the option to change it to 120.
3: If the text is fuzzy, then your resolution may be too low. Most 19" widescreen monitors are 1440x900, while non-widescreen are (roughly) 1280x800. Use the highest setting your monitor allows (it's native resolution).
Finally, make sure you have the latest drivers for both the graphics card and for the monitor (though the latter may not have one). These will generally clear things up nicely.
