Can one use an LCD TV as a computer monitor? If one can, what are the limitations?

Assuming that his has the right connection (VGA or DVT) then yes, is can be done.

Limitations are that LCD TV's do not usually work at the same high frequencies as computer monitors (which are typcially 60MHz or 75Mhz) so are not always as crisp and clear.

With my laptop, I've also found that picture wobbles but that might not be the TV!

Yes, if the LCD telly comes with a vga input (which most do) then you will need a vga cable and your off! there are no limitations and vga cables can go extremely HD too!
There are no limitations, other than having a video output that will connect to your TV. You can buy video adapters to make that connection if needed. Make sure you set your refresh rate to something your TV can display, or you will get a black screen and possibly cause damage to the TV. 60Hz is typical for a TV (75+ for a CRT), but read the manual that came with your TV.
