HP w17e Display Settings?
Answers:
Well Jessica i hate to be the barer of bad news but it would appear just like pretty much all of the other HP widescreen monitors you can't change the Aspect Ratio, which is what you are really trying to do. I double checked this with a chat with an HP tech, and i use the word tech lightly for these people, and they confirmed that there is no hardware setting for the monitor to do what you want.
The converstation:
Selig I: Welcome to HP Total Care for Desktops.
My name is Selig I. How may I assist you today?
Selig I: Hi Firedog.
Firedog Tech: well Selig i have a question that i'll have to explain in detail
Firedog Tech: I have a W17E monitor
Selig I: Okay.
Firedog Tech: now i do photo editing and some times i don't like using 16:9 formats so i set the monitor's resolution down to 1024x768
Firedog Tech: but considering the monitor is formated for widescreen it destorts the images by stretching them accross the entire screen
Firedog Tech: i would like to know is there a setting within the monitor that will alow me to set bars on either side of the monitor so it will appear to be letter box or 4:3
Selig I: Please give me 5 minutes to check if there is any resolution settings for this issue.
Selig I: May I know the serial number and the operating system installed on the computer?
Firedog Tech: The PC i'm using is not an HP
Firedog Tech: but the OS is Windows XP MCE
Selig I: Have you confirmed the issue with installation of monitor drivers?
Firedog Tech: there is no problem with drivers
Firedog Tech: my GPU is installed and working properly
Selig I: Please give me 5 minutes to research on the issue.
Selig I: Thank you for staying online.
Selig I: May I know the editing software you are using?
Firedog Tech: CS2
Selig I: I have checked with Adobe which has auto adjustment feature for most resolutions.
Firedog Tech: i know that
Selig I: The editing for wide screen should happen with in the normal window with the other left as blank border.
Firedog Tech: but i like to have my monitor in 4:3 format
Selig I: I would like you to install the Auto adjustment feature for the monitor and check.
Firedog Tech: nothing you are telling me has anything to do with the Aspect Ratio of the monitor and how to change it from 16:9 to 4:3
Firedog Tech: i'm begining to believe that this monitor does not have the ablity to change Aspect Ratios
Selig I: Please stay online for 2 minutes.
Selig I: Thank you for staying online. As per the specifications of the monitor you will not be able to change the Aspect ratio directly.
Firedog Tech: so it would have to be done via graphics settings
Selig I: Yes.
Now just cause your monitor can't do this doesn't meen your Graphics Processor (video card) can't do this for you. I'm pretty sure that the Intel Graphics Media Accelerator can't do this but their should be ATI and Nvidea drivers that will allow this as long as you have an ATI or Nvidea Graphics Processor (video card)
-EDIT-
Well it has less to with the card itself as it does the Video card drivers with you will have to look into w/ Nvidea cause i won't be able to look it up till i get home which isn't till later on tonight.
-EDIT-
I didn't find anything on Nvidia's site about it but I did find you a better deal on that card at Newegg.com they are selling it for 129.99 which is $34 cheeper then CDW and they still have the $20 mail in rebate so its a much better deal.

Also if you go threw with this make sure you have a 300watt powersupply in your computer so you'll be able to power this card.
I'll see if i can dig anything up on the drivers for the Nvidia card to change aspect ratios if i can
