Can i buy used monitors in uk under new envoirmental laws?

There's no problem with the environmental laws. Even monitors made five years ago had EnergyStar compliance regarding power usage.

Just be wary that it has been electrically tested as you could be buying anything at all. Ask what kind of a warranty you'll get. Don't expect 12 months but if it packs up within 3 months you should at least get a replacement.

But when you're dumping your old one, take it to your local amenity recycling site where they have special areas for TVs and Monitors as well as household electrics.
Don't see why not. There are always plenty to for sale in the papers. I think that the environmental laws only affect the final destruction (scrapping) of electrical equipment.
Hi - Join your local Freecycle (Google it). There's always plenty monitors being offered for free. I picked up a very nice (but bulky) 21" CRT monitor recently. It's a bit of a beast but the picture quality is great.
What would be their to stop you .
