When I am writing email, suddenly an hourglass comes up by the cursor and begins to bounce. Why?

I usually have to unplug the pc to quit the jiggling.

Answers:
The hourglass is an indication that your CPU is being used for a while by an outside activity, like automatic updating and/or receiving email, etc.

The bouncing may be the fact that your mouse sensitivity is set too high.

Load Control Panel->mouse and set it at not more than half way or less and try again after rebooting to be sure the new setting has taken affect.
