I'm probably just repeating the million people who answered before me, but here goes anyway.
It means you're connected to the internet, or a network if you have one setup...usually just internet. In Vista, they're not lit up when connected to dial-up, but when on a wireless network, they are...and yes, there are TWO of them when you're connected to a wireless or WLAN.
Anyway, they represent YOUR computer, and the 'net, respectively. They blink when there is activity, such as when you click "go", or when you're downloading something.
They are the transmit and receive data indicators. Double click on the icon and it will show you how much you have transmitted or received. You can watch the counters and lights and see what we are talking about as the numbers change as the lights go off and on.

when both are lit you might have your wireless turned on while using Ethernet Internet (such as cable)
