The color on my screen flips from full color to just blue and red . is it my monitor or video card?

test it with an external/other known good monitor,if the same thing happens on the other monitor then its the video card,if not then its your monitor.You cant go wrong with that.

Sounds like a bent pin in the connector between your screen and the back of your PC. Check there first.
