My arrow pointer on my screen has a little car on it spinning around,,how can I get rid of it.?

Go to Start > Settings > Control Panel > Mouse > Pointers and choose the one you want.

In classic view
Start> Settings> Control Panel> Mouse> Pointers tab choose what you want.
You must have the windows plus pack installed uninstall this and your cursor will go back to normal, the cursor you have is a plus pack feature.
it annoys you? then give the car to me! ^_^
