u could get a pcmcia tuner card and if ur laptop has a video card with a second monitor output then that may be cheaper ..

I can answer your question and make your day all at the same time.
Just to clarify: You would like the easiest and cheapest way to use an LCD monitor as the display on your HP laptop.
NO PROBLEM.
Your laptop has a built-in 15 pin blue VGA output receptacle. You need to attach the cable coming off the monitor to this receptacle and turn the laptop on, that's it!
DONE!
Some LCD monitors come with a DVI cable only. Should this be the case then you will need a DVI to VGA adapter which costs less then $10 and looks like this:

So there is no reason to buy an LCD TV to do this unless you want to watch TV when your laptop is not connected. The cost will be higher and the easiest way is to get one with a PC display input of some kind (S-Video, VGA, DVI or RCA).
