I have a 1600 by 1024 screen resolution. Is a 80 HZ refresh rate safe?

59Hz is too low a refresh rate. Even though 60 Hz is a standardized minimum, refresh rates lower than 72 ~ 75Hz causes a percievable flicker in CRT Monitors. It can cause head aches and may be bad for the eye. 80 Hz is a good rate. It will not consume too much CPU, and refresh is handled by the graphics processor. So as long as your system runs smoothly, go for a higher refresh rate.
With 1600 by 1024 screen resolution a refresh rate of 70 HZ or 72 HZ is fine for most people.
If 80 HZ is good for you, leave it, but remember that you are taking a certain amount of resources from your system to maintain that refresh rate, this in turn may (slow-down) other duties of the CPU and video card.

Forcing your monitor to display refresh rate more than it was capable can seriously damage the monitor. or shorten up it's live at least.
Check the manual first and see if it is capable of displaying 80Hz. if it say so, then it is fine.
another thing is, how did you do that ? if you do that using the monitor standard configuration (right click > properties >setting > advanced >monitor) check the "hides modes this monitor." checkbox. then you can choose from the list safely. but if you do that by forcing it from VGA...well, you better not.
